What is RBOC, and What Does It Do for SLTWYC?

RBOC (Recreational Boaters of California) was founded in 1965 when a group of concerned Northern California boaters, led by Ward Cleveland, established the Boat Owners Associated Together, Inc. The organization incorporated as a statewide group in 1968.

In 1971, RBOC hired legislative attorney Jerry Desmond Sr., who provided guidance as they navigated the many bills affecting recreational boating. In 1982, the organization changed its name to Recreational Boaters of California to better reflect its mission.

In 1992, RBOC entered into a cooperative agreement with Boat U.S., where RBOC provided updates and advocacy on California boating legislation while Boat U.S. shared insights and engaged on federal legislative issues. This partnership remains strong today.

What Does RBOC Do?

RBOC is a nonprofit advocacy organization led by 19 volunteer boating officers and directors from across California, many of whom are members of yacht clubs. They work with lawmakers to inform them of boaters’ needs, advocate for favorable legislation, and oppose harmful regulations.

With the support of professional lobbyist Jerry Desmond Jr., RBOC reviews proposed laws, drafts beneficial legislation, and ensures that boaters’ tax dollars are not diverted to non-boating purposes.

Why Does RBOC Matter?

RBOC occasionally issues a “Call to Action” urging recreational boaters to contact their elected representatives about key legislative issues.

For example, in 2023, the governor proposed raising boat registration fees from $20 to $80 per year—a 300% increase. Thanks to the efforts of RBOC and the hundreds of boaters who responded to the Call to Action, this proposal was successfully defeated.

How Is RBOC Funded?

RBOC relies on donations, primarily from yacht club members. Some clubs host fundraising events, while others contribute per member. Anyone can support RBOC by becoming a Friend of RBOC and donating through their website.
